Vietnam Logistics Forum 2022: Finding solutions to develop green logistics

On 26/11/2022, the Ministry of Industry and Trade in collaboration with the City Committee, Hai Phong People's Committee organized the plenary session of the Vietnam Logistics Forum 2022 with the theme "Green Logistics" in person and online. This is an annual event organized by the Ministry of Industry and Trade in collaboration with relevant agencies since 2013.

 

The plenary session was attended by Comrade Tran Tuan Anh - Member of the Politburo, Head of the Central Economic Committee; Comrade Nguyen Hong Dien - Member of the Party Central Committee, Minister of Industry and Trade; Comrade Tran Luu Quang - Member of the Party Central Committee, Secretary of Hai Phong City Committee. In addition, there were about 500 delegates from ministries, central agencies, local agencies, associations, manufacturing enterprises, commercial enterprises, import and export enterprises, logistics service enterprises, training and research institutions, media agencies and related units.

Notable results

Speaking at the opening of the Forum, Minister Nguyen Hong Dien emphasized that logistics is a service industry that is likened to the "lifeblood" of the national economy, playing an important role in connecting, supporting and promoting socio-economic development.

Located in a dynamically developing region of the world, where the flow of goods is strong, along with a large open economy (over 200%), import and export and e-commerce are always growing at double digits, Vietnam is considered a potential market to develop logistics services. Recognizing that importance, over the past time, our Party and State have issued many mechanisms, policies and directed the effective implementation of solutions to remove difficulties, reduce costs, improve competitiveness, create a favorable environment for the logistics service industry to develop.

"With the close and decisive attention and direction of the Government; the active and effective participation of ministries, branches and localities; especially the outstanding efforts of the business community, Vietnam's logistics service industry has made remarkable developments, maintaining a 2-digit growth rate, gradually affirming the brand and position of the industry in the region and the world"- Minister Nguyen Hong Dien assessed.

According to the World Bank's Report on Logistics Efficiency Index (LPI), published in 2018, Vietnam ranked 39th out of 160 countries participating in the study, up 25 places compared to 2016 and rising to 3rd among ASEAN countries. Vietnam is also ranked at the top in emerging markets. The average annual industry growth rate is from 14-16%, the quantity and quality of logistics services are improved, making an important contribution to bringing Vietnam's total export and import turnover in the first 10 months of 2022 to 616.30 billion USD, up 14.06% over the same period in 2021.

In addition, logistics service enterprises are also making efforts to transform their operating methods, increase investment in equipment, focus on training and developing human resources, actively digitally and green transformation to adapt to new development conditions, meet needs, increasing standards of customers in the use of environmentally friendly services.

Despite achieving remarkable results, the logistics industry also revealed limitations and weaknesses such as: Development is not commensurate with potential, high costs, limited competitiveness, links with export industries are not tight, lack of high quality human resources ... Minister Nguyen Hong Dien pointed out that this is a major bottleneck holding back the development of the logistics industry.

This year's forum with the theme "Green Logistics" with the Government's interest in promoting energy transition towards greening, developing an environmentally friendly logistics industry, associated with economical and efficient use of energy as committed by Vietnam at COP 26. Therefore, Minister Nguyen Hong Dien proposed, at this Forum, ministries, branches, international organizations, localities ... focus on discussing solutions to remove obstacles, practices or efficiency and propose solutions to develop the logistics industry, especially green logistics development solutions to take advantage of FTAs, especially new-generation FTAs for the industry to develop and support market expansion, promote exports.

Greening the logistics industry

Recognizing and praising the efforts and efforts of the Ministry of Industry and Trade and related ministries to organize annual logistics activities, Comrade Tran Tuan Anh - Member of the Politburo, Head of the Central Economic Committee - said that this year's Forum is even more meaningful when held in Hai Phong City - an important development pole not only in the three the development of Hanoi - Hai Phong - Quang Ninh but also the driving force for the development of the Northern Region and the whole country; is a city identified by the Politburo as a key point in the marine economy, a national logistics service center.

In the context of new development, it is required that the logistics industry must have solutions to ensure the role of logistics in maintaining the supply chains of goods and services while having different thinking, vision and solutions, shaping new directions to catch up with the world, demonstrating its leading role in efforts to protect the environment and reduce greenhouse gas emissions, according to Comrade Tran Tuan Anh, the Ministry of Industry and Trade needs to work closely with relevant ministries and agencies to continue to focus on concretizing and advising on institutionalizing views, the Party's line on the development of logistics services.

At the same time, research, develop and submit to competent authorities for promulgation the Vietnam logistics industry development strategy to 2030, with a vision to 2045, ensuring that the development requirements of this field are met in the new context and situation. In particular, focusing on the development orientation of green logistics and environmentally friendly solutions; improve institutions, policies and laws on logictics services, multimodal transport, cross-border transport, internalization of international commitments on logistics... create a favorable legal basis for logictics and green logistics development in Vietnam. Along with that, reviewing, updating and supplementing the contents of tasks to effectively implement the Plan to improve competitiveness and develop logistics services in the period to 2025. Prepare an action plan for the period 2026 - 2030.

Especially implementing digital transformation and green transformation in the logistics industry; consider this as both a requirement and a driving force for innovation and sustainable development of Vietnam's logistics industry in the coming time. Continue to promote international linkage and cooperation activities, especially in the field of training, sharing experiences in developing green logistics, digital logistics, e-commerce logistics... in order to improve the capacity, adaptability, competitiveness and mastery of some value chains of Vietnamese enterprises in this field in the coming time.

Also at the Forum, Mr. Tran Luu Quang – Secretary of Hai Phong City Committee outlined 5 solutions to promote the development of logistics services. That is to promote administrative reform, digital transformation in the field of seaports and logistics; Enhance investment attraction, trade promotion, formation of intensive, high-value-added logistics service chains and regional links; Planning and construction of centralized, large-scale logistics zones, associated with seaport systems, industrial parks, economic zones, with synchronous, modern and smart infrastructure; Promote the mobilization and effective use of resources to focus on investing in the construction of a number of key infrastructure and transport projects with regional connectivity such as the remaining terminals of Hai Phong International Gateway Port, upgrading Cat Bi International Airport, upgrading the transport system connecting to localities ...; Researching, building and developing a number of human resource training institutions for the field of logistics services.At the Forum, representatives of ministries, sectors, localities, associations, businesses and international organizations gave open and frank discussions and exchanges about the current situation, development trends, shared many useful information about business lessons as well as constitutions, proposed many solutions, initiatives to create a more favorable environment for the development of logistics services, especially the development of green logistics in the new period.

The plenary session was attended by about 500 delegates from ministries, central agencies, local agencies, associations, manufacturing enterprises, commercial enterprises ...Welcome, thank and appreciate the practical recommendations of ministries, sectors, localities, international organizations and business associations at the forum, Minister Nguyen Hong Dien said that after this Forum, with the responsibility of being the agency assigned to organize the Vietnam Logistics Forum, The Ministry of Industry and Trade will coordinate with relevant ministries and sectors to continue to fully synthesize recommendations and proposals of localities, associations and enterprises operating domestic and international logistics services to focus on solving according to their competence or report to the Government and the Prime Minister to consider and direct the resolution of issues beyond their competence, especially in the work of amending, supplementing and perfecting policy mechanisms, creating a favorable legal corridor for the logistics service industry to continue to innovate and develop quickly and sustainably, truly becoming a spearhead service industry, a driving force for production and export development, actively contribute to the development of the country.

Within the framework of the Forum, there was also a ceremony to award certificates of merit from the Minister of Industry and Trade to collectives and individuals with achievements in logistics service development in 2022, including Industry and Trade Newspaper.

At the same time, there was also a signing ceremony of a number of Memorandums of Cooperation between: Vietnam Logistics Human Resource Development Association - Hai Phong Logistics Association, Vietnam Logistics Service Business Association - Vietravel Airlines, BW Industrial Development - Deep C, Vietnam Maritime Corporation - T&Y SuperPort Vinh Phuc.

In addition to the plenary session, the Forum also had 02 seminars on "Optimizing costs with logistics centers and circular economy" and "Logistics Vietnam proactively adapts to the new context".

Vietnam Logistics Forum 2022 is the 10th annual event (from 2013 to now) with the goal of promoting the development of logistics services, creating a cohesive link between logistics and domestic production, trade and import and export industries.

Through 9 times of organization, the Forum has become a prestigious brand, with topicality and deep practical meaning; attracting the attention and appreciation of Government leaders, departments, ministries, branches, localities, international organizations and the business community; is an opportunity for stakeholders to exchange and dialogue on current issues of the industry and propose and propose to competent authorities on solutions to improve the business environment for this important service industry.
