In the afternoon of 30/9, the Ho Chi Minh City People's Committee, the Ho Chi Minh City Department of Industry and Trade and other units organized the 1st Ho Chi Minh City Logistics Forum - 2022 with the theme "Logistics position of Ho Chi Minh City from the perspective of infrastructure and human resources" to find solutions to develop logistics in Ho Chi Minh City.

There are still many bottlenecks

Sharing about the vision of developing the logistics industry of Ho Chi Minh City, Ms. Phan Thi Thang, Vice Chairman of Ho Chi Minh City People's Committee said that the city has set a goal to develop logistics to become a spearhead service industry, contributing positively to production and business activities in the area. Strive for the growth rate of logistics service revenue of enterprises in Ho Chi Minh City to reach 15% by 2025 and reach 20% by 2030; the contribution of logistics to the city GRDP by 2025 will reach 10% and by 2030 will reach 12%; contributing to reducing logistics costs nationwide compared to national GDP by 2025 to about 10-15%.

According to Ms. Phan Thi Thang, after urgent preparation, Ho Chi Minh City has also shaped the direction and is focusing on implementing the key tasks of the industry in the series of master plans for the development of the logistics industry to 2025, oriented to 2030. In particular, focusing on forming logistics centers, developing human resources are key tasks in the 3 main pillars. However, in addition to the advantages, Ho Chi Minh City also recognizes that there are 2 major bottlenecks that are hindering the city's logistics development, including the problem of transport infrastructure and human resource development.

Sharing more information about traffic infrastructure bottlenecks, Mr. Bui Hoa An, Deputy Director of Ho Chi Minh City Department of Transport, said that Ho Chi Minh City has strengths in geographical location when located between the North - South, East - West traffic axes, so it becomes a center for domestic goods flow and import and export for the southern region. South. However, the city's transport infrastructure has not met the actual requirements. Specifically, the ring roads connecting provinces and cities are still slowly implemented, not commensurate with the development potential. The obvious situation is that the road is narrow, the load is limited, too many intersections cause congestion due to the conflict of vehicle flow, lack of bridges with enough tonnage suitable for trading goods; connecting ports with export processing zones (IPs), factories, seaports are also often overloaded ...

As for the bottleneck of human resources, Mr. Le Huynh Minh Tu, Deputy Director of the Department of Industry and Trade, said that there are currently nearly 30,000 enterprises operating in the logistics industry, of which the number of enterprises in Ho Chi Minh City accounts for 54%. On average, each enterprise has 20 people and with a growth rate of 7.5% / year, businesses will need 8,400 - 10,000 workers / year. However, the current training reality only meets 30% of this need. Therefore, increasing human resource training for logistics enterprises in general is very urgent.

In addition to the above two major bottlenecks, representatives of some Ho Chi Minh City enterprises said that the logistics industry of Ho Chi Minh City in particular and Vietnam in general also suffers from another bottleneck, which is soft infrastructure that has not developed synchronously. Specifically, technology application, digital transformation has not developed, lacks synchronization, has not been planned for a long time, so it is often easy to cause domino effects to shut down, generate many redundant stages, slow down and increase logistics costs for businesses ...

Promote regional linkages

According to economic experts, in order to open up logistics resources, in the short term, Ho Chi Minh City needs to promote links between Ho Chi Minh City and neighboring provinces and cities in the development of transport infrastructure, planning logistics centers as well as human resource training to promote the combined interests of the provinces. In particular, in order to develop human resources in terms of quality and quantity in an international orientation, Ho Chi Minh City needs to link with provinces and cities to jointly apply scientific and technical achievements (artificial intelligence, mobile, robotics and drones, blockchain, augmented reality) to industry development. Because this is the core factor in promoting logistics development strategies in the world.

Ms. Phan Thi Thang said that for the investment in human resources, the city has worked with universities, vocational training centers ... and proposed to support 70% of short-term training costs for human resources for small and medium enterprises. Ho Chi Minh City also encourages training institutions, the state and enterprises to promote the "state - school - enterprise" training model to ensure the output of human resources and train the necessary human resources to improve the quality of training, reduce costs and retraining time for businesses. On the other hand, Ho Chi Minh City also actively proposes to link with provinces and cities to expand the scale of training and sharing human resources for this industry in the coming time.

Similarly, Mr. Le Huynh Minh Tu also informed that, in order to meet the demand for human resources for the logistics industry, Ho Chi Minh City currently identifies 2 strategic tasks to accelerate short-term training for small and medium-sized logistics enterprises to supplement the shortage of labor. At the same time, Ho Chi Minh City has also focused on training human resources intensively to be on par with international qualifications, which can be linked with provinces for training.

Particularly for bottlenecks in transport infrastructure development, Mr. Bui Hoa An said that in order to synchronously invest in the development of transport infrastructure in Ho Chi Minh City in the period of 2021 - 2030, the city needs more than VND 970 trillion, this is a huge capital source. Therefore, in the short term, the city focuses on and prioritizes the implementation of projects such as Ring Road 2, 3 and 4, Ho Chi Minh City - Moc Bai expressway, An Phu intersection, National Highway 50, connecting Tran Quoc Hoan street - Cong Hoa road, urban railway line No. 1, No. 2. For inland waterway ports, focus on implementing port projects in high-tech parks (6 hectares), Cu Chi (15 hectares), Phu Dinh phase 2 (60 hectares) and Cat Lai Industrial Park.

"In addition, Ho Chi Minh City will coordinate with the Ministry of Transport and related units to accelerate the implementation of high-speed projects such as Ho Chi Minh City - Chon Thanh, Ben Luc - Long Thanh; At the same time, expanding the Ho Chi Minh City – Long Thanh – Dau Giay expressway and Ho Chi Minh City – Trung Luong. Because, when Ho Chi Minh City accelerates the development of transport infrastructure, it will open blood vessels, help the logistics industry develop, create momentum to promote the city's economic growth", Mr. Bui Hoa An added.

According to the logistics development project of Ho Chi Minh City to 2025 and the vision to 2030 of the Department of Industry and Trade of Ho Chi Minh City, based on the needs of production, circulation of goods in the region and import and export, and on the basis of reviewing existing land funds, Ho Chi Minh City needs to have 7 standard logistics centers with the customs clearance capacity (TEU) of logistics centers (TTLog), including: TTLog Long Binh (2,500,000 - 3,000,000), Cat Lai TTLog (3,100,000 - 3,500,000), TTLog Linh Trung (480,000 - 520,000), TTLog high-tech park (300,000), TTLog Tan Kien (450,000 - 500,000), TTLog Cu Chi (282,150 - 319,770), TTLog Hiep Binh Phuoc (1,430,000 - 1,600,000)
